Japan may ease policy after tankan: report

SAN FRANCISCO (MarketWatch) — The Bank of Japan is even more likely to ease monetary policy at next week’s board meeting, following the release of a September tankan survey showing concern among businesses about the country’s economic outlook, according to a report published Thursday. The Nikkei business daily reported that the central bank could “boost its ceiling for the fixed-rate funds it loans to financial institutions from the current level of 30 trillion yen.” Further easing of monetary policy has been called for to help stop the yen from strengthening sharply against the U.S. dollar.

Italy’s Berlusconi Wins Key Confidence Vote

Rome, Italy (AHN) – Italian Prime Minister Minister Silvio Berlusconi has won a key confidence vote in Parliament, securing the support of 342 out of 617 votes. Some 275 parliamentarians voted against his proposals, which he had earlier proclaimed, would not be undermined by the current conflict in his ruling coalition.

The confidence vote win was important for Berlusconi government because a defeat could have forced him step down in the middle of his term and would have called early elections.

The victory came to the Italian leader only after 35 dissident center-right parliamentarians announced their support to his coalition on the basis Berlusconi’s reconciliatory speech before the vote.

Welcoming the outcome, outspoken Berlusconi praised himself and claimed that there was “no alternative” to his leadership.

During his speech, he also commended Rome’s decision of not following its eurozone members’ footsteps in deploying the fiscal stimulus.

In 2009, Italy’s budget deficit was recorded at 5.3% of GDP. However, it was comparatively less than the average budget deficit of the 16-nation zone.

Anti-Austerity Protests Hit Europe

Madrid, Spain (AHN) – Protesters marched on the streets of European cities on Wednesday to air their opposition to their governments’ spending cuts as a nationwide strike in Spain crippled Madrid and Barcelona.

Protesters in Greece, Italy, Ireland and Latvia blamed banks and traders for the global financial crisis and for victimizing workers. Many EU governments have cut wages, pensions and employment opportunities to address skyrocketing debts.

Union workers marched towards the barricaded European Union headquarters and other EU buildings in Brussels, Belgium and held a noise barrage.

In Dublin, the European Trade Union Confederation claimed that the financial crisis has caused 23 million people across the EU to lose their jobs and warned that more will be jobless due to austerity measures being implemented by governments.

In Barcelona, strikers clashed with police and burned police cars while shops did not open for business.

U.S. Sanctions 8 Iranians Over Human Rights Violations

Washington, United States (AHN) – The United States on Wednesday imposed fresh sanctions on eight senior Iranians, including members of the Revolutionary Guard, over human rights violations. Secretary of State Hillary Clinton and Treasury Secretary Timothy Geithner announced the sanctions, immediately blocked the men’s assets and banned them from travelling to the U.S.

Moreover, the sanctions will also forbid American nationals from starting any kind of business with these men. The sanctions came after Washington alleged them for killing and beating anti-government protesters following last year’s disputed presidential election.

In a statement, the White House said, “As the president noted in his recent address to the United Nations General Assembly, human rights are a matter of moral and pragmatic necessity for the U.S.” “The U.S. will always stand with those in Iran who aspire to have their voices heard. We will be a voice for those aspirations that are universal,” it added referring to millions of Iranians, who took part in massive anti-government rallies for the first time since 1979′s Islamic Revolution.

The government is accused of launching a brutal crackdown during which its troops held thousands of Iranians without charge, committed torture, rapes and extra-judicial killings. Nearly 40 protestors died in the subsequent six months, according to official figures, but the opposition claims that the figure was far more than announced.

Those who faced the sanctions are Islamic Revolution Guard Corps Commader Mohammad Ali Jafari, Welfare and Security Minister Sadeq Mahsouli, Prosecutor General Qolam-Hossein Mohseni-Ejei, Ex-Prosecutor General of Tehran Saeed Mortazavi, Intelligence Minister Heydar Moslehi, Interior Minister Mostafa Mohammad Najjar, Deputy Chief of Iran’s National Police Ahmad-Reza Radan and Deputy Commander for Intelligence for the IRGC Hossein Taeb.

NASA Chief To Talk Climate Change Issues In Nepal

Kathmandu, Nepal (AHN) – The issue of climate change and its effects on Himalayan glaciers is becoming a cause of concern for the world’s environmental and scientific community. The National Aeronautics and Space Administration (NASA) is showing keen interest in building the regional capacity of at-risk mountain communities’ to adapt to the change.

NASA Administrator Charles F. Bolden is arriving here Friday to attend a week-long high-level symposium on fostering regional and international cooperation to promote the use of and access to earth observation for improved scientific knowledge and understanding to support adaptation to climate change in the Hindu Kush-Himalayan (HKH) region. The HKH is the only reservoir of biodiversity that includes all or part of four global biodiversity hotspots.

Bolden will receive VIP treatment from the Ministry of Foreign Affairs. He will meet Prime Minister Madhav Kumar Nepal and other senior government officials during his stay in Kathmandu.

According to the itinerary provided by the International Center for Integrated Mountain Development (ICIMOD), one of the organisers of his Nepal trip, he will be launching SERVIR Himalaya, an earth observatory that monitors and visualizes systems that integrate satellite and other geospatial data for improved scientific knowledge and decision-making by managers, researchers, students and the general public.

“SERVIR provides a model for building the capacity of countries to use earth observations and geospatial information technologies in regions around the world,” said ICIMOD.

More than 250 delegates from 24 countries — scientists, researchers and development practitioners, as well as policy makers from the HKH region and beyond will be participating. Michael Yates, senior deputy assistant administrator of USAID, Indian Minister of State for Environment and Forest Jairam Ramesh, Group on Earth Observation (GEO) Secretariat Director Prof. Jose Achache of Switzerland are expected to attend the symposium.

The jamboree of researchers and policy makers, the first of its kind in Nepal, will discuss remote sensing of snow, glaciers, spatial decision support systems for ecosystem management, space-based information for disaster management, land cover change and carbon socks, trans-boundary air pollution monitoring and spatial data infrastructure for climate change adaptation.

“The systematic collection of data and information about the HKH mountain system is critical for improved understanding of climate change, and its trends and impacts for protecting future scenarios. Data and information derived from Earth observation are proving increasingly vital to gaining insights into regional status and trends, especially climatic implications at the global level,” ICIMOD said in a briefing.
